red potatoes instant pot 12 minutes natural release all the way. chop
and put in bowl with finely chopped celery and onion. put chopped fresh
dill in small bowl with all other ingredients, stir and them combine
with potato mix. chill and serve. may need to add more vinegar/lemon
juice and mayo after it sits.
