Heat oil in a skillet over med-high heat. Stir in
flour and chili powder, reduce heat to med, and
cookuntil lightly brown, stirring constantly to
prevent burning flour.
Gradually stir in tomato sauce, water,
cumin,garlic powder and onion salt into the flour
mixture until smooth,continue to cook over med
heat for 10 min or until slighlt thickened, season
to taste with salt.
