Preheat oven to 325. Combine rub ingredients in small bowl.
Pat Roast dry and remove any twine or netting. Rub entire surface with seasoning rub and set aside.

Line roasting pan or Dutch oven with heavy-duty aluminum foil. Place onion, carrots, and bay leaves in center of foil and drizzle with 1 Tbs Tamari. Set roast on top of vegetables and drizzle with the remaining Tbs of Tamari.

Fold the aluminum foil over the top of the roast and crimp the edges to tightly seal. Transfer pan to oven and cook for 1 1/2 hours.

Allow the roast to rest for 20 minutes. Remove roast from foil pouch. Using a slotted spoon , place the vegetables on a serving platter; keep warm. Slice the roast thinly against the grain and transfer to the platter with the vegetables. Serve with the pan juices
