Slice onions thinly,
Sauté onion, butter and pepper stirring frequently until onions
are light golden brown.
Sprinkle with flour and stir until flour disappears. Cook 1
minute longer. Remove from heat.
Gradually add beef broth stirring constantly. Add water and
bay leaf.
Simmer uncovered for 40 minutes.
Discard Bay leaf.
Put soup, bread and cheese in an oven safe bowl.
Broil or bake until cheese melts.
