Preheat oven to 400. Brown ground beef in large skillet with green pepper and onion. Drain grease. Add tomato sauce, sweetener, salt, ketchup, chili powder, mustard, and Worcestershire sauce. Stir. Simmer for a few minutes to blend flavors. If using cast iron skillet, leave in skillet and flatten mixture, otherwise spread in greased 8x8 baking dish.

In large microwave-safe bowl, mix almond flour, cheese, and butter. Microwave for 45 seconds then stir. Microwave additional 15 seconds. Mix in baking powder and vinegar until a soft ball forms. Divide dough in a few pieces to flatten thin and cover meat mixture. Bake 20 minutes until golden brown.
