Combine potatoes, celery, onions and broth in large saucepan. Bring to a boil over high heat. Reduce heat to med-low and simmer 15 minutes or until vegetables are tender, stirring occasionally.
Add ham; cook an additiona 2 minutes or until heated through.
Melt butter in a medum saucepan over medium heat. Add flour; cook and stir 1 minute. Gradually stir in milk. Cook 5 minutes or until thickened, stirring constantly. Season with pepper. Add to soup, mix well.
