Stir the instant coffee garnules chilled coffee to dissolve. Sprinkle gelatin into chilled coffee. Stir mixture into the condensed milk in a small pot. Stir over low heat until gelatin dissolves. Stir in vanilla and cool.
Whip cream to soft peaks and fold into coffee misture.Spoon into glasses. Chill for 2 hours. Dust with cocoa powder.
