Lightly coat 9x13 pan with cooking spray. Sprinkle chicken with garlic, cayenne and lime zest, and set aside.
Place Rice in baking dish. Combine chicken stock, coconut milk, salt and lime juice. Pour over rice.Arrange chicken on top of rice. Cover with foil and bake 30 minutes. Test rice for doneness, if not done return to oven for an additional 5 minutes.
Remove foil, sprinkle with flaked coconut and bake an additional 5 minutes, until coconut is browned.
