Cook Penne Pasta in a bowl of boiling water. Mix butter and crumbs together in a small bowl. In a separate bowl, mix broccoli, cream of broccoli, milk, mustard, and cheese in a larger bowl.
Pour broccoli, cream of broccoli, milk, mustard, and cheese into a 9x9 (or closest size) baking dish. Sprinkle bread crumb/butter mixture over top.
Cook in over for 30 minuts, or until broccoli is tender.
