Heat milk in pan until it just begins to boil. Remove from heat and let stand until cooled to room temperatire. Meanwhile sprinkle yeast into warm water in a large bowl. Add 1 tablespoon of sugar, and let stand until foamy, about 5 minutes. Beat in the remaining 2 tablespoons of sugar, eggs and butter. Beat in cooled milk. Gradually add in flour and salt, beating well after each addition, until a soft dough forms.
Turn dough out onto a floured surface, and kneed in ramainig flour. Adding more flour if too sticky. Kneed about 10 minutes until smooth and glossy. The dough will be soft. Grease a large bowl, place dough ball in bowl and cover with plastic wrap until doubled in size, about 1 1/2 hours. Coat two 9" round pans with cooking spray, line bottoms with waxed paper, and coat again with spray.
Prepare Filling by mixing all ingredients except raisins in a meduim bowl, until crumbly. Punch down dough and roll out into a 18"x12" rectangle.Sprinkle on mixture and then sprinkle with raisins. Starting at long side roll dough to form a log.Pinch seam together for close. Cut rollis into 14 pieces. Arrange pieces 7 each into pans, cover with plastic and let stand 45 minutes.
Heat oven to 350 degrees. Ucover pans and bake rolls for 30-40 minutes. Transfer to wire rack and cool for 10 minutes. Make glaze adding milk 1 tablespoon at a time until desired thickness. Drizzle over rolls and serve. warm.
