Combine flour, salt & pepper. Roll beef in mixture. Melt shortening. Add beef and brown. Return meat to pot and add boiling water. Add lemon juice, Worchestershire sauce, sugar, chopped onion and bay leaves. Cover and simmer 1-1/2 to 2 hours. Add carrots and potatoes. Cook for 30 minutes.
