Combine flour and chili powder in paper or plastic bag. Add turkey legs, one at a time, and shake to coat. In skillet, brown legs in hot shortening on all sides.
In saucepan, combine remaining ingredients, simmering uncovered for 20 minutes. Pour over turkey. Cover and simmer 1 1/2 to 2 hours or until tender, basting with sauce.
