In a bowl, mix together corn meal, milk, corn, soda, baking powder, salt, eggs and oil.
In a skillet over medium-high heat, cook meat and onion. Drain grease; add green chilis and cheese.
Pour 1/2 of the batter into casserole dish sprayed with nonstick cooking spray; add meat mixture, then follow with remaining batter. Add additional shredded cheese to top, if desired. Cook for 45 minutes.
