Heat oil in large nonstick skillet over medium heat. Break eggs into pan, cover and cook 4 minutes or until whites are set, but yolks are still runny. Season with Chili Powder and Garlic Salt. Remove from heat.
Place Tortilla on each plate, top with salsa, add egg. Sprinkle with cheese and Cilantro Leaves.
