In a saucepan, stir together sugar and corn syrup. Heat just to beginning of a boil. Remove from heat, stir in peanut butter until smooth.
Pour over a bowl filled with the cereal, stir well. Pour mixture into pan, GENTLY pat evenly with buttered hands. Do not pack down hard!
For frosting, melt chips in a small bowl in the microwave (or on stove top) until melted. Spread over bars. (Place bars in the fridge to set frosting in a hurry.)
