Spray medium pot with non-stick cooking spray. Add red pepper and onion. Saute on medium heat until tender (10 minutes).
In small bowl whisk flour and half and half to dissolve. Add shrimp, half and half mixture, tomato sauce, tobasco, and pepper to top containing red peppers and onion.
Bring to boil, stirring constantly. Boil 1-2 minutes. Pour into soup bowls, sprinkle on parmesan cheese and serve.
