Beat cream cheese and powdered sugar together, set aside.
Beat together- instant pudding (dry), cool whip, vanilla and milk in large bowl. Fold in cream cheese mixture. Layer in flower pot (if clay pot is used it must be lined with foil). Start with pudding and end with cookies. Chill for at least 2 hours. Just before serving add flowers to pot.
