Preheat oven to 400 degrees. Lightly grease a large baking sheet. Sift flour a second time with baking powder, salt, soda, cinnamon, and cloves. In a large bowl, cream butter, adding sugar gradually and creaming together until light. Add egg and beat well; then add molasses. Alternately, add flour, and milk, stirring only to blend. Fold in raisins. Drop by teaspoonfuls onto the prepared baking sheet, placing about 2 inches apart. Bake until well puffed and firm to the touch, about 10 minutes. Remove from oven and transfer to wire racks or an opened brown paper bag. Cool, then store in an airtight container.
