Heat oil in heavey botton skillet, cook garlic and oregano stirring for 1 minute.
Add carrot and red bell pepper and cook over medium low heat stirring frequently for 4 minute or until softened.
Add strained tomatoes and water, stir in tomato paste and sugar.
Partially cover and cook 15 min stir occasionally until reduced and thickened. Blend until smooth in a food processor or blender.
Meanwhile Cook Gnocchi according to package directions
Drain Nocchi and gently mix with sauce.
