Mix all the ingredients except for puffed wheat in a sauce pan. Bring to a boil over medium-low heat stirring constantly. Let boil for 1 minute. In a large bowl measure out puffed wheat and then pour the sauce over top. Stir until well coated. Spread in a greased 9x13 baking pan, and press down. Let cool before cutting.
