Preheat oven to 400F..... On a baking shee toss potatoes w/EVOO and salt. Pierce and bake 1 hr..... While potatoes cool, place med skillet over med/high heat w/1 T EVOO. Add pepper and onion, season and cook 5-6 min..... Cut potatoes across top and scoop out into pan w/veggies. Add sour cream and paprika and mash. Keep warm..... Place large skillet over med/high heat w/2 T EVOO. Brown beef and add mushrooms and cook..... Add remaining onion and garlic to pan and cook until tender, 5 min. Make well in center and add butter. Sprinkle flour over butter, cook 1 min. Add stock, mustard, soy, worcestershire, salt and pepper. Bring to boil and simmer until thick 2-3 min..... Fill potato shells w/ beef mixture, sprinkle w/cheese, then top w/mashed potatoes.
