In a small bowl, combine soup mix, chili sauce, jelly, and water. In a 10 inch skillet, brown ground beef and green pepper over medium-high heat; drain beef. Stir in soup mixture. Bring to a boil over high heat. Reduce heat to low and simmer uncovered, stirring occasionally, 5 minutes or until slightly thickened. Serve on buns.
