Preheat oven to 350.
Line 9x9 pan with parchment paper.
Combine flour, sugar, and oats.
Cut in butter until crumbly. Stir in egg and nuts. Mix well. Reserve 1 1/2 C crumb mixture.

Press remainder on bottom of pan.
Bake for 15 mins.

Topping-Heat condensed milk, caramels, and butter in saucepan over low heat. Stirring until smooth.
Pour over crust. Sprinkle remaining crumbs evenly on top.

Bake 20-25 minutes. Cool completely.
