Cut beef across grain in thin strips. Combine soy sauce, garlic and ginger. Add beef, set aside. Heat oil in large frying pan, add beef and toss over high heat until browned. If meat isn't tender, cover, simmer for 30-40 minutes. Turn up heat, add vegetables. Toss until vegetables are tender crisp, about 10 minutes. Mix cornstarch with water, add to meat mixture, stir and cook until thickened. Add tomatoes and heat thoroughly. Good served over rice.
