Brown ground beef in a skillet. Drain fat. Add chopped garlic and 1 pkg chili powder. Cook 5 minutes on high heat stirring constantly. Add 1 cup water and other package chili powder.
Cook 5 minutes salt and pepper to taste.
Add last cup water and simmer 30 minutes.
If too thick add small amounts of water. If too thin, use corn starch or flour to thicken.
