Mix spices together in a small bowl. Add the olive oil and let sit for 15 minutes. Heat a pan to medium-high heat. Add the vegetable oil and the roast. Sear on all sides until a crust forms. Each side will only take a minute or two. Remove the roast to a baking sheet and rub with the spice mixture. Roast for 1 hour or until an internal temperature of 145 degrees.
