Melt butter or margarine in a saucepan. Blend in flour. Gradually add in milk. Cook over medium heat. Add cheese; stir until melted. Stir in tuna, vegetable and salt and pepper.
Pour into 1-1/2 or 2 quart casserole dish. Top with biscuits. Bake in hot oven 425 degrees for 10 minutes. Sprinkle with cheese 1/2 cup cheese and bake 5 to 10 minutes longer or until golden brown.
