melt 1/4 cup butter in 6 quart sauce pan. Whisk in flour, garlic powder, salt and white pepper. whisk continuosly until bubbly and and golden brown. (approximately 2 minutes). Slowly whisk in cream and milk. Mixture will slightly thicken. Divide cheese into three parts. Add part one stiring until almost melted, add part two continuing to stir until almost completely melted and add part three. Stir until completely melted. Pour cheese sauce over macaroni. (It will appear there is too much sauce. There is not.)

Topping- Combine 1/4 cup melted butter and bread crumbs in bowl. Stir with fork until bread crumbs are moist. Evenly sprinkle over macaroni and cheese. Cut hotdogs in half across the width. Push hotdog halves, cut side down, into macaroni and cheese (about 1 inch)in rows. Cover baking dish with aluminum foil and place on the center rack in preheated oven. Bake 20 minutes. Remove foil and bake an additional 10 minutes until casings on hotdogs start to split and bread crumbs begin browning. Remove from oven. Allow to rest for 5 minutes before serving.
