Heat oven to 350 degrees. In mixer bowl...beat
butter, sugar, flour, cocoa, baking powder, eggs,
milk and 1 1/2 teaspoons vanilla. Stir in nuts.
Spread in a greased 13 X 9 inch baking pan. Bake for
40 minutes or until set.
Just before brownies are done...in saucepan over low
heat, melt chocolate chips with sweetened condensed
milk and remaining vanilla. Immediately spread
topping over hot brownies. Cool. Chill. Cut into
bars.
