Boil potatoes in jackets until just tender, about 23 min. Dice potatoes(in 1/4 or so)
leaving skins on and place in shallow casserole. M0isten with milk. Mix together pepper, onion, parsley and cheese and place on top of potatoes. Drizzle with meilted butter and season. bake uncovered at 400 for 30-35 minutes.
