Trim ends of zuchhini, boil in lightly salted water for 10 minutes and cool in ice water.Cut lengthwise and scoop pulp into colander to drain. Leave 1/4inch walls in zuchhini, making them look like a boat.
Mix pulp, ham, parsley, basil, breadcrumbs, eggs, and parmesan cheese except 2Tbsp. Add salt and pepper to taste. Add 1/4tsp nutmeg. Melt 1/4cup butter in saucepan. Stir in flour over low heat until thick and bubbly. Gradually add sauce to zuchhini mixture. Add more breadcrumbs if mixture is not thick enough to spoon.
Fill boats and arrange side by side in buttered baking dish. Sprinkle remaining parmesan cheese and mozzarella cheese and bake at 350 degreesfor 30 minutes.
