Preheat oven to 375 degrees (F)
Cook ground beef, onion, and garlic in a large pot over medium heat until browned. Drain.
Add in crushed tomatoes, tomato paste, tomato sauce and 1/2 cup of water. Add fresh basil, 4 tablespoons parsley, italian seasoning, fennel seed, and salt.
Simmer covered 1 to 1 1/2 hours, stirring often.
Cook, drain, and rince lasagna noodles according to package directions.

In a mixing bowl, combine Ricotta Cheese, Cottage Cheese, 1/2 the Parmesan Cheese, Eggs, Parsley, and 1/2 teaspoon of salt.
