Combine flour, salt and pepper. Dredge beef strips in the mixture and set aside. In large skillet, melt butter and saute onion celery for two minutes. Add beef to skillet and brown on both sides. Stir in tomatoes with liquid and Worcestershire sauce. Simmer, covered, over low heat for 60 to 90 minutes, until beef is very tender. Add water if needed to thin gravy. Serve with mashed potatoes.
