Preheat oven to 350F. Coat 9X5 inch loaf pan with cooking spray.
In a large bowl, soak the breadcrumbs in the milk. Coat a pan with cooking spray and add oil when hot. Add onion and cook until soft; add celery and cook 3 to 4 minutes longer.
Scrape mixture into the bowl with the breadcrumbs. Add turkey, parmesan, carrot, ketchup, salt and pepper. Stir to combine.
Pour mixture into loaf pan and smooth the top. Spread tomato sauce over meatloaf and lay strips of bacon on top. Bake until no longer pink and bacon begins to brown (approximately 45 to 50 minutes). Cut in slices and serve.
