Cut chiles lengthwise on one side; stem and seed removing the white membrane. Place in toaster oven under high broil heat with skin side up. Rearrange occasionally until skin is covered with charred spots. Remove, place in paper bag; when cool to the touch remove. Slide knife under the skin, peeling skin off. Scrape chile off skin if necessary.
While chiles are roasting, place onions in frying pan. Add small amount of oil. Fry until translucent. Add garlic, stir, cook for 1 minute. Turn off heat.
Transfer onions and chiles to food processor. Pulse until coarsely chopped. Transfer to bowl. Return 1/4 C to food processor. Process until mixture is smooth.
Combine beef and pureed chile mixture in bowl. Add salt and pepper, knead gently until all is well incorporated. Shape into four 3/4 inch patties.
Grill burgers over hot fire until well browned on one side, 3-5 minutes. Flip burgers. Top with chopped chile mixture and cheese. Grill until burgers are cooked to desired doneness, 3-5 minutes.
