Melt butter in heavy saucepan. Remove from heat and blend in flour. Return to heat. Stir and cook 3 minutes.
Gradually stir in broth and simmer, stirring constantly, until thick. Gradually blend in cream, then wine. Season to taste. Serve immediately over fish, chicken, or egg dishes.
