In pot, bring water/salt to boil. Add lentils, return to boil. Reduce heat/simmer uncovered 20 mins. Lentils should be tender. Drain well.
In bowl, whisk red pepper/olive oil/lemon zest and juice/garlic/2 tsp tarragon/mustard/black pepper. Add lentils; toss to coat evenly. Transfer to serving bowl.
In small bowl, combine tomatoes, remaining 1 tsp tarragon, vinegar. Arrange tomato mixture over lentil mix.
