Sift cocoa and cornstarch together; whisk in sugar and salt.
Gradually whisk in half of milk, constantly whisking to prevent lumps; pour in remaining milk.
Bring to boil over med high heat, stirring constantly. As soon as pudding starts to boil, remove from heat and whisk, adding choc chips and vanilla until blended.
Transfer to pudding cups and refrigerate for at least 1 hour.
