In large bowl, combine sugar/flour. Using fork, cut in margarine until mixture resembles coarse crumbs. Add lemon zest and juice. Stir until dough comes together. Add water if dough doesn't hold together.
Shape dough into ball; press evenly into 9x13 ungreased pan; bake at 325 for 40-45 mins; remove and dust with confectioner's sugar.
