Heat oven to 350. Spray 13 X 9 with non-stick cooking spray. Heat water, butter, garli salt, onion salt to boiling. Remove from heat, add cream cheese, sour cream and milk. Stir until cream cheese is dissolved.
Stir in potato flakes, mixing all ingredients. Spread mixture into prepared pan. Sprinkle with paprika and bake 1 hour until bubbling around edges and golden brown. Top with bacon and parsley.
