Combine softened cream cheese, milk, and sugar, mixing until well blended. Spread onto bottom of pastry shell; cover with 1 pint strawberries.
Combine sugar and cornstarch in saucepan; gradually add water. Bring to boil, stirring constantly. Cook 1 minute or until mixture is clear and thickened.
Havle remaining strawberries; add to cornstarch mixture. Pour over whole strawberries. Chill several hours or overnight.
