Place tuna is shallow glass dish and sprinkle with oil, garlic, oregano, bay leaves and crushed peppercorns. Let sit 1 hour at room temperature, turning fish several times.
Remove fish from the marinade, reserving marinade and place on hot grill or under broiler and cook 5 to 6 minutes per side. As tuna cooks, quickly saute reserved marinade in small saucepan until garlic is soft.
Add tomatoes and corn and cook 3 minutes, or utnil corn is cooked through. Place grilled steaks on plates and top with tomato corn mixture. Garnish with basil leaves.
