Heat 2 tablespoons oil in dutch oven over medium high heat; sear beef cubes in batches until browned on all sides; add onions and saute 5 minutes; add garlic and cornmeal, cook for 1 minute longer.
Add remaining ingredients and bring to a boil; reduce heat to low and simmer 1 1/2 hours, stirring occasionally; add water if necessary during cooking to adjust consistency.
