Brown ground beef; add taco seasoning and water.

Take flour tortillas and cut into 1/2 inch pieces.
|
|
|
|
Layer tortilla pieces, ground beef, salsa or enchilada sauce (or both) cheese and refried beans.
|
|
|
|
Bake at 350 in a 9x13in pan for 15-20 minutes.
