Whisk 3 1/4 cup cake flour, baking powder, and salt.
Stir vanilla extract into the milk in a small
separate bowl. Cream butter until smooth. Adding
sugar in a steady stream, beat until pale and
fluffy.

Add flour in three batches, alternating with 2
additions of milk mixture and beating until just
combined with each. In another bowl, whisk egg
whites until stiff peaks form. Fold 1/3 of egg
whites then gently fold in remaining. Toss
chocolate chips with remaining flour and fold into
the batter.
