Heat oven to 375. Spray 8 in pan with cooking spray. Cook beef and onion in skillet 5-7 minutes or until done. Drain, add taco seasoning and mix until well blended.
In medium bowl, mix Bisquick and water until soft dough forms. Using fingers dipped in Bisquick, pat dough in bottom of baking dish and 1/2 inch up the sides. In same bowl mix sour cream, MW and cheese until blended.
Layer beef mixture, tomatoes and chilies over dough, spoon sour cream mixture over top. Bake 25-30 minutes, or until edges of dough are golden brown.
