Preheat oven to 350°F. Combine milk and orzo in a heavy saucepan over medium high heat. Bring to a simmer, stirring constantly. Reduce heat to medium low and simmer about 15 mintues, uncovered, or until orzo is tender, stirring mixture occasionally and scraping bottom of pan.

Combine next 4 ingredients in a bowl. Whisk thoroughly. Gradually whisk in hot orzo mixture. Add raisins. Return mixture to same saucepan. Stir over medium low heat about 3 mintues, or until mixture begins to bubble. Remove from heat.

Stir in vanilla and nutmeg. Divide pudding among 4 3/4 cup ramekins. Arrange ramekins in a baking pan. Add enough hot water to pan to come halfway up sides of ramekins. Bake about 15 minutes, or until just set. Remove from pan. Serve warm or chilled.
