Melt in saucepan the brown sugar, butter and water. Add chocolate chips. Cool mixture for 10 minutes. Add 2 eggs, one at a time. Add flour, salt and baking soda.
The batter will be moist. Put in the refrigerator overnight or freeze for 1 hour.
Roll into walnut-sized balls. Place on greased cookie sheet and press down slightly. Bake at 350 degrees for 10 minutes. While still hot, put 1/2 of a mint on top of each and swirl to frost.
