Crust- Bring water and butter to a boil - remove from heat and add flour. Stir until it forms a ball. Add eggs - one at a time - blend well with wooden spoon. Spread dough in a greased 9 X 13 inch pan. Bake at 375 degrees for 30 - 40 minutes. Cool
Filling- Blend milk with softened cream cheese. Mix in dry pudding - stir until thick spread over crust.
Topping- Spread whipped topping over pudding mixture. Drizzle with chocolate syrup.
