In saucepan, bring water and butter to a boil. Stir in oats, cover and set aside for 20 minutes.

Combine all remaining dry ingredients.
|

Stir into oatmeal mixture. Fold in eggs and vanilla (do not beat.) Add nuts and raisins.
Pour into greased 9X13 baking pan.
Bake at 350F for 35 minutes or until toothpick inserted in center comes out clean.

ICING
Melt together, sugar, evaporated milk and butter. Stir in nuts and coconut. Spread over cake while still warm.
Put cake under broiler a few minutes to brown icing.
